01項目定位

ProjectPositioning

項目1:南方科技大學(xué)醫(yī)學(xué)院定位為一所扎根深圳、理工醫(yī)人文交叉融合,國際化、高水平、研究型醫(yī)學(xué)院。
項目2:南方科技大學(xué)附屬醫(yī)院(校本部)建設(shè)依托南方科技大學(xué),借鑒國內(nèi)外其他高水平醫(yī)學(xué)院校附屬醫(yī)院的特點,以滿足科研教學(xué)需求、臨床創(chuàng)新基地、高水平醫(yī)療服務(wù)為導(dǎo)向,以建設(shè)深圳市高水平醫(yī)療人才培養(yǎng)基地為目標(biāo),為建設(shè)新型研究型醫(yī)院奠定基礎(chǔ)。

The project consists of two parts: SUSTech School of Medicine and SUSTech Affiliated Hospital (Main Campus-Based)

Rooted in Shenzhen, SUSTech School of Medicine is positioned as an internationalized first-class medical academic institution, which integrates science, technology and medicine.
Supported by SUSTech (full name: Southern University of Science and Technology), SUSTech Affiliated Hospital (Main Campus-Based) draws on the characteristics of affiliated hospitals of high-level medical schools at home and abroad, and strives to meet the needs of scientific research and teaching, develop a clinical innovation base and provide advanced medical services. It aims to become a high-level medical talent training base in Shenzhen and lay the foundation for building a new research-oriented hospital.

02招標(biāo)范圍

Bidding Scope

本次將兩個項目方案設(shè)計及建筑專業(yè)初步設(shè)計打包招標(biāo),確定一家中標(biāo)單位,中標(biāo)的設(shè)計單位將負(fù)責(zé)南方科技大學(xué)醫(yī)學(xué)院和附屬醫(yī)院片區(qū)的整體規(guī)劃,南方科技大學(xué)醫(yī)學(xué)院和附屬醫(yī)院的全專業(yè)方案設(shè)計、建筑專業(yè)初步設(shè)計及其他相關(guān)設(shè)計配合。

The winning bidder will be responsible for the overall planning of SUSTech School of Medicine & SUSTech Affiliated Hospital (Main Campus-Based) area, as well as the all-major schematic design, preliminary architectural design and other related design cooperation for both SUSTech School of Medicine and SUSTech Affiliated Hospital (Main Campus-Based).

03項目概況

Project Overview

南方科技大學(xué)醫(yī)學(xué)院項目及南方科技大學(xué)附屬醫(yī)院(校本部)項目選址于深圳市南山區(qū)西麗大學(xué)城片區(qū)南方科技大學(xué)校園內(nèi)東南側(cè)。

The project SUSTech School of Medicine & SUSTech Affiliated Hospital (Main Campus-Based) is located in the southeast area of the main Campus of SUSTech, which is situated within the University Town of Shenzhen in Xili, Nanshan District, Shenzhen.

南方科技大學(xué)醫(yī)學(xué)院:總用地面積約6.36萬平方米,總建筑面積約16.4萬平方米,建設(shè)內(nèi)容包含教學(xué)樓、研發(fā)實驗用房、單身教師宿舍(公寓)、外籍教師生活用房、學(xué)生宿舍及相關(guān)配套用房等,擬招生數(shù)量2000名。

SUSTech School of Medicine has a land area of about 63,600㎡and a gross floor area of about 164,000㎡. It consists of teaching buildings, research laboratories, single teachers' apartments, foreign teachers' apartments, student dormitories and other related ancillary buildings. It’s planned to enroll 2,000 students.

南方科技大學(xué)附屬醫(yī)院(校本部):總用地面積約5.5萬平米,總建筑面積約16.76萬平方米,其中地上建筑面積117200㎡,地下建筑面積(車庫兼人防)50400㎡。擬建設(shè)床位800張。

SUSTech Affiliated Hospital (Main Campus-Based) occupies a land area of about 55,000㎡ and a gross floor area of about 167,600 ㎡, among which the above-ground floor area is 117,200 ㎡ and the underground floor area (for parking and civil air defense) is 50,400㎡. The hospital is planned to have 800 beds.

04設(shè)計內(nèi)容

Design Content & Key Points

1. 設(shè)計內(nèi)容 Design Content:

總體規(guī)劃設(shè)計、全專業(yè)方案設(shè)計、建筑專業(yè)初步設(shè)計及后續(xù)相關(guān)配合工作。

The design content of SUSTech School of Medicine & SUSTech Affiliated Hospital (Main Campus-Based) includes master planning, all-major schematic design, the preliminary architectural design and other related design cooperation.

2. 設(shè)計要點 Key Points:

(1)根據(jù)場地現(xiàn)狀和規(guī)劃條件,綜合解決項目中的交通、單體連接、功能共享等問題。

Deal with issues including traffic, connection between single buildings, and shared functions, etc., based on site conditions and planning conditions.

(2)兼顧現(xiàn)有校園的整體風(fēng)貌和面向城市、大沙河等關(guān)鍵形象面,建立生態(tài)廊道和景觀視覺通廊。

Build ecological corridors and landscape visual corridors, by taking account of the overall image of the existing campus and key surfaces that face the city and Dasha River.
(3)關(guān)注體塊間的組合關(guān)系及兩個項目設(shè)計風(fēng)格的差異性融合。

Pay attention to the combination and relationship of blocks, and the differentiation and integration of design styles of the school of medicine and the hospital.

3. 設(shè)計原則 Design Principles:

以人為本、 空間布局合理、交通組織便捷、環(huán)境適宜、 可持續(xù)發(fā)展、統(tǒng)籌規(guī)劃醫(yī)學(xué)院和附屬醫(yī)院建設(shè)等原則。

People foremost; rational spatial layout; convenient traffic organization; comfortable environment; sustainable development; coordinated and holistic planning of the school of medicine and the hospital.

05招標(biāo)規(guī)則

Bidding Rules

1. 資格預(yù)審階段 Prequalification Stage

資格預(yù)審委員會對報名單位的公司資格、業(yè)績、擬投入項目的團隊業(yè)績、概念提案等資料進行評審,評選出12家無排序入圍單位及2家有排序備選入圍單位,最終確定12家入圍單位進入第二階段設(shè)計競標(biāo)。

The prequalification evaluation committee should review documents such as company's qualification, achievements, performance of the proposed project team and conceptual proposals submitted by the bidders. 12 bidders without a ranking and 2 sorted candidates would be determined from the prequalification round, and 12 units would be confirmed to enter the design bidding stage.

其中,資格預(yù)審概念提案要求:

Requirements on the conceptual proposals for the prequalification:

(1)根據(jù)醫(yī)學(xué)院、附屬醫(yī)院的規(guī)劃條件、場地條件、建筑類型、現(xiàn)有校園形態(tài),分析本項目規(guī)劃設(shè)計中的關(guān)鍵點。

Analyze key points of the planning and design of the project, based on the planning conditions of the hospital and the school of medicine, site conditions, architectural types as well as the current layout and form of the campus.
(2)結(jié)合國際趨勢,分析醫(yī)學(xué)院和附屬醫(yī)院達成設(shè)計上有機融合、共享的新思路,重點關(guān)注跨越大沙河的連通方式、多個建筑組團排布的可能性以及組團間室內(nèi)外空間的處理方式。

Provide ideas for achieving organic and integrated design of the hospital and the school of medicine based on international trends. Emphases should be put on the way of linking the buildings across Dasha River, possibilities of arranging several architectural clusters, and the treatment of indoor and outdoor spaces between architectural clusters.
(3)基于醫(yī)學(xué)院傳統(tǒng)、寧靜的學(xué)術(shù)氛圍和附屬醫(yī)院現(xiàn)代、開放的定位屬性,探討如何用設(shè)計語言達到建筑造型上的和諧統(tǒng)一。

Explore how to realize harmonious unity of architectural forms via design languages, by taking account of the traditions of the school of medicine, tranquil academic atmosphere, and the modern, open attributes of the hospital.

2. 設(shè)計競標(biāo)階段Design Bidding Stage

投標(biāo)人提交符合設(shè)計任務(wù)書要求的成果文件,由招標(biāo)人組建評標(biāo)委員會,采用記名投票法進行評審,推薦3名無排序中標(biāo)候選人,由招標(biāo)人組建定標(biāo)委員會從中標(biāo)候選人中確定中標(biāo)人。

Prequalified bidders shall deliver documents in compliance with the Design Brief. The tenderee shall constitute a bid evaluation committee and open votes will be adopted to select 3 shortlisted candidates. The winning bidder would be finally confirmed by the bid determination committee formed by the tenderee.

3.設(shè)計定標(biāo)階段Bid determination Stage

(1)定標(biāo)方式:一次票決法

Way of bid determination: one vote

(2)由招標(biāo)人依法依規(guī)組建定標(biāo)委員會,并從方案評標(biāo)委員會推薦的3名中標(biāo)候選人中確定1名中標(biāo)人。

A bid determination committee shall be established by the tendree to select the winning bidder from the 3 candidates recommended by the bid evaluation committee.

06報名要求

Application Requirements

1.投標(biāo)申請人須是注冊的企業(yè)或機構(gòu)。

The applicant must be registered enterprise or organization.

2.本項目接受聯(lián)合體投標(biāo),不接受個人或個人組合的報名。以聯(lián)合體投標(biāo)的合作方需符合以下要求:

Application as a joint group is allowed in this tender. Individuals or teams of individuals are unaccepted. Requirements for joint groups are as below:
(1)聯(lián)合體成員不得超過3名。

The number of joint group members should be no more than 3.
(2)聯(lián)合體成員不得再單獨或以其他名義與其他設(shè)計單位組成其他聯(lián)合體參與報名。

Members of a joint group should not re-apply for the bid independently in the name of their own or other joint group constituted with other design institutes.
(3)聯(lián)合體合作方需簽署具法律效用的《聯(lián)合體協(xié)議》,并明確牽頭單位,各方的職責(zé)分工、權(quán)益份額比例等。

A Joint Group Agreement with legal effect is required to clarify the leading member, proposed working responsibilities, equity share and so on.

07設(shè)計費&優(yōu)秀方案補償費

Design Fee & Compensation

本次招標(biāo)合同為單價合同,中標(biāo)價以投標(biāo)報價為準(zhǔn),總設(shè)計費暫定3120萬元,包括基本設(shè)計費(含BIM設(shè)計)、未中標(biāo)優(yōu)秀方案補償費:

This bidding contract is a fixed unit price contract. The winning bid price is subject to the bid price. The total design fee is tentatively set at CNY 31.20 million, which includes the basic design fee, BIM design fee and compensation fee for excellent schemes fail to win the bid.
1.南方科技大學(xué)醫(yī)學(xué)院項目基本設(shè)計費(包含BIM設(shè)計)為1290萬元;

The basic design fee (including BIM design fee) of SUSTech School of Medicine is tentatively set at CNY 12.9 million.
2.南方科技大學(xué)附屬醫(yī)院(校本部)項目基本設(shè)計費(包含BIM設(shè)計)為1375萬元;

The basic design fee (including BIM design fee) of SUSTech Affiliated Hospital (Main Campus-Based) is tentatively set at CNY 13.75 million.
3.優(yōu)秀方案補償費(含所有支付稅額)共計455萬元,由中標(biāo)人支付優(yōu)秀方案補償費給未中標(biāo)人。其中:

Compensation fee for excellent schemes fail to win the bid is CNY 4.55 million, among them:

(1)中標(biāo)人將被授予設(shè)計合同;

The winning bidder is awarded with design contract;

(2)進入定標(biāo)階段但未中標(biāo)的2家單位各獲得補償費70萬元人民幣;

The 2 units that entered the bid determination stage but did not win the bid are each compensated CNY 700,000;

(3)進入評標(biāo)階段但未進入定標(biāo)階段的9家單位各獲得補償費35萬元人民幣。

The 9 units that entered the bid evaluation stage but did not enter the bid determination stage are each paid CNY 350,000.

優(yōu)秀方案補償費標(biāo)準(zhǔn)為固定費用,補償金額根據(jù)實際發(fā)生予以結(jié)算。進入評標(biāo)環(huán)節(jié)的投標(biāo)方案,經(jīng)評標(biāo)委員會一致判定違反招標(biāo)文件否決性條款并按廢標(biāo)處理的,或經(jīng)評標(biāo)委員會一致認(rèn)定未達到招標(biāo)文件深度及要求的,招標(biāo)人不予支付未中標(biāo)優(yōu)秀方案補償費。

Compensation fee for bid failure is fixed fee and will not be adjusted during settlement. For bidding proposals that entered the bid evaluation stage, if the bid evaluation committee holds that a bidder's submissions violate Negative Articles specified in tender document or fail to reach the required detailing level or meet the bidding requirements, the tenderee will not pay any compensation to such bidder.
